Urban transformation, which began in 2012, holds great importance for Turkey. So, do we know what to do during the process of transforming our homes?
1. Situation Assessment: The preparation process for citizens who want to undergo urban transformation begins with a situation assessment. This means you should check your title deed to see if there are any issues, and visit the municipality to gather information about your zoning status.
2. Risk Report: To have your building demolished and rebuilt, you need a risk report. So, how do you obtain this report? The process starts with licensed organizations approved by the Ministry of Environment and Urbanization coming to the property, taking cores, and performing tests.
3. Choosing the Right Company is Important: Urban transformation projects are primarily carried out through contractor agreements based on land-for-construction deals. Therefore, the contractor’s qualifications, capital, past projects, credibility, and the guarantees they can offer are extremely important.
4. Evacuation and Demolition: Once the risky building assessment is confirmed, the evacuation process is handled by the district municipality. It is important to know that once the evacuation notices are issued to all property owners—first for at least 60 days, and then for no more than 30 days—the 60-day and 30-day periods begin.
5. Majority Decision: If 100% agreement is reached between the landowners and the company in the building or site subject to urban transformation, no meeting needs to be held according to the 6306 procedure. After reviewing the offers and appraisal reports, the goal is to reach consensus. If consensus cannot be reached, a decision is made with a 2/3 majority of the land shares.
6. Your Right to Rent Assistance: Property owners and tenants in buildings renovated within the scope of urban transformation are eligible for rent assistance. Under the 6306 Law on Urban Transformation, rent assistance is set at 18 months for risky buildings and 36 months for risky areas.
7. You Can Transform Your Home Yourself: The Ministry of Environment and Urbanization has announced that it will provide credit support for those who wish to transform their homes or workplaces. The credit support will be available for both demolition and construction.
